How the program actually works
CETA is Washington's foundational clean-energy law (signed 2019). It mandates utilities reach 100% clean electricity by 2045 and provides funding for residential weatherization and electrification. The funding flows through Commerce to local community action agencies and utility programs. As a homeowner, you typically don't apply to CETA directly — your utility's energy-efficiency program or your county's weatherization assistance is the front door.
