Service panel upgrade (typically 100A → 200A) when bundled with electrification — heat pump install, EV charger, HPWH conversion.
Why it matters
Older PNW homes on 100A service often can't support added EV + heat pump + HPWH loads. Panel upgrade is the unlock for the rest of the electrification stack. Federal HEEHRA covers up to $4,000 of panel work for income-qualified households.
Typical install scope
Service drop + meter + new 200A main panel + interior load-side grounding/bonding refresh. May require service-side work (utility coordination) if mast or weatherhead is being upsized too.
Pacific Northwest context
PSE, Tacoma Power, and other PNW utilities sometimes coordinate panel upgrades alongside heat-pump or EV-charger installs in their incentive paperwork — bundle the projects for a single set of approvals. Permit pulled by the contractor through your AHJ (look it up on AHJ Lookup).
Install notes
Federal 25C only covers panel upgrade if INSTALLED IN SUPPORT OF other qualifying electrification (heat pump, HPWH, etc.). Standalone panel upgrade isn't eligible. Document the connection (timing + contractor invoice) — IRS may ask.
