25C — Energy Efficient Home Improvement Credit →
Annual cap is $1,200 most categories, $2,000 for heat pumps / HPWH / biomass. Resets each tax year — strategic to split projects across calendar years.
Equipment category · 6 eligible programs
Hybrid heat-pump water heaters — replace gas or electric resistance tanks with units that pull heat from surrounding air.
Why it matters
HPWH cuts water-heating energy use by 60-70% versus electric resistance, and is one of the highest-ROI residential electrification swaps available in the PNW. Federal HEEHRA covers up to $1,750 alone.
Typical install scope
Replaces existing tank; needs ambient air volume (~700 cu ft minimum) — basement, garage, or utility room ideal, smaller closets may not qualify. Some units have ducted intake/exhaust options for tight spaces.
Pacific Northwest context
PNW basements and garages are well-suited for HPWH — mild ambient temps year-round mean the unit operates near peak efficiency most of the year. Cold ambient (under 45°F) reduces efficiency; conditioned-space install is preferred.
Install notes
UEF (Uniform Energy Factor) rating matters for rebate eligibility — typically need UEF ≥ 2.5 or 3.0 depending on program. Most major brands (Rheem, AO Smith, Bradford White) have eligible HPWH lines; smaller resi units may not meet the UEF tier.

Each state administers HEEHRA differently. WA's implementation launched 2025; check status before assuming current availability — funding can run out per program-year.
Utility
PSE separates electric and gas incentives. If converting from gas to heat pump, you may unlock both gas-side (decommission) and electric-side (install) rebates. Check the contractor finder for PSE Trade Allies.
Utility
Some Tacoma Power rebates have income tiers — moderate-income homeowners get higher rebate amounts. Cross-check with HEEHRA stacking eligibility.
Utility
SnoPUD's PowerHaul Heat Pump program has specific equipment-tier requirements (HSPF / SEER thresholds). Match your spec sheet to the program tier before purchase.
Utility
Seattle's Building Performance Standards and electrification mandates can stack with SCL rebates for some property types. Check both program tracks before scoping.
