25C — Energy Efficient Home Improvement Credit →
Annual cap is $1,200 most categories, $2,000 for heat pumps / HPWH / biomass. Resets each tax year — strategic to split projects across calendar years.
Equipment category · 6 eligible programs
Attic, wall, and crawlspace insulation upgrades to current PNW residential code standards (R-49 attic, R-21 walls minimum).
Why it matters
Insulation is the foundation of any electrification project — heat pumps and HPWH efficiency depend on the building envelope. PNW utility rebates often require insulation as a prerequisite for heat-pump rebates.
Typical install scope
Attic blown-in cellulose or fiberglass to R-49; wall fill (blown-in or batt) to R-21; crawlspace under-floor batts; rim joist sealing. Air-sealing pass (caulk + foam at penetrations) usually included.
Pacific Northwest context
Most PNW homes built before 1990 are under-insulated by current code. Cellulose blown-in is common for attic retrofits — denser, more pest-resistant, and works around obstructions easier than batt. Air-sealing is often more impactful than added R-value alone in older homes.
Install notes
Get a pre-install blower-door test if your utility requires it — measures air leakage and tells you whether sealing or insulation gives bigger ROI. Some programs require post-install verification by a certified energy auditor.

Each state administers HEEHRA differently. WA's implementation launched 2025; check status before assuming current availability — funding can run out per program-year.
Utility
PSE separates electric and gas incentives. If converting from gas to heat pump, you may unlock both gas-side (decommission) and electric-side (install) rebates. Check the contractor finder for PSE Trade Allies.
Utility
Some Tacoma Power rebates have income tiers — moderate-income homeowners get higher rebate amounts. Cross-check with HEEHRA stacking eligibility.
Utility
SnoPUD's PowerHaul Heat Pump program has specific equipment-tier requirements (HSPF / SEER thresholds). Match your spec sheet to the program tier before purchase.
Utility
Seattle's Building Performance Standards and electrification mandates can stack with SCL rebates for some property types. Check both program tracks before scoping.
